| Titusville Renaissance is our community's
Main Street - nonprofit organization involved in a cooperative effort with
the Titusville Redevelopment Authority in the revitalization of the
downtown. our goals are: |
- To establish and financially sustain an organizational framework
to oversee the short and long-term economic development activities
of downtown Titusville.
- To build and maintain a diversified, stable economy for downtown
Titusville.
- To promote and market downtown Titusville in a way to enhance
community spirit and increase the market share of the central
business district.
- To maintain an attractive, functional downtown environment,
accessible to residents and visitors and conducive to business
development while maintaining and promoting the historic
preservation and rehabilitation of the unique inventory of
buildings.

| The general purposes of the
Renaissance shall be to enhance and revitalize downtown Titusville as a
cultural and economic center through, including but not limited to, the
preservation, rehabilitation and utilization of its historic buildings;
the participation and cooperation of the leadership of its businesses, community
and governmental leaders; and , thorough ongoing and evolving economic
and community development planning together with such other proper and
lawful purposes as authorized by the Pennsylvania Nonprofit Corporation
Law of 1988. |

| The additional specific purposes for
which Renaissance is organized are to stimulate downtown economic
development in Titusville Pennsylvania through organization (encouraging
cooperation and building leadership in the business community);
promotion (creating a positive image for downtown by promoting the downtown
as a historic and cultural center and as an exciting place to live,
shop, and invest); design (improving the appearance of downtown); and to
receive, administer, and distribute funds in connection with any
activities related to the above purposes; provided, however, that the
corporation shall only engage in activities that are in the purview of Section
501(c)(3) of the Internal Revenue code of 1954 or corresponding sections
of any prior or future law. |

| Titusville Renaissance Board of Directors is
a working board and are required to actively serve on one of the
following committees: |

| Economic Restructuring Committee -
Goal, To build and maintain a diversified, stable economy for downtown
Titusville. |
- Conduct a community market analysis
- Develop a plan for business recruitment, expansion and retention
utilizing results from the market analysis
- Develop an inventory of available first floor space
- Evaluate impact of city ordinances on downtown economic
development, revise if necessary and present to city for
consideration
- Work with Chamber and SBDC in conducting workshops for potential
small business owners
- Explore potential opportunities developing from Heritage Park
effort

Committee-Goal, To promote
and market downtown Titusville in a way to enhance community spirit and

- Develop and implement a comprehensive Downtown Marketing Plan.
Identify and solicit individuals and organizations currently
involved in or interested in the promotion of the CBD and ask for
their participation in this committee
- Conduct workshops for local business-Marketing, merchandising,
displays
- Provide a centralized location to house available resources
materials such as training tapes acquired by TABA members at various
trade shows. These materials would be available for anyone in
business or planning a business in the downtown.

- Facade Design Program
- Plan training session for committee members
- Develop & implement an outgoing Facade Guidelines distribution
system
- Identify all local, state and federal funding sources for facade design
assistance
- Identify & implement ways to promote National Register
Historic District through building plaques
- Implement Streetscape plan
- Follow up on sign ordinance revisions
- Improve visual image of downtown by portraying the image of
occupancy and care for vacant properties.
- Develop inventory of upper story windows and vacant storefronts
- Secure permission from owners to coordinate displays/window
treatments
- Create a downtown tourist attraction through an outdoor mural
program, Coordinate this effort with local arts council

| Titusville Renaissance Design Challenge
Grant Program: The Titusville Renaissance Design Challenge Grant
Program offers matching grant design assistance for property and
business owners in the downtown business district. The intent of
the program is to: |
- Encourage the rehabilitation of downtown structures using the
guidelines provided by the U.S. Secretary of the Interior's
Standards for Rehabilitation and Guidelines for Rehabilitation of
Historic Buildings (note that there is flexibility within these
guideline.)
- Encourage investment in downtown
The successful implementation of the Program will result in a
downtown that can better withstand economic change, and which becomes
physically attractive for business to locate and people to shop.
The following types of projects are eligible uses of the grant programs: |
- General facade improvements (signage, painting, awnings, brick
cleaning, etc.);
- Masonry repair or rehabilitation;
- Window and storm window repair or installation;
- Entrance improvements for the main business entrance (rear and
side doors may be included if they are located on a trafficked
street, as opposed to an alley);
- Roof repairs on those sections of a building that provide
important visual integrity (flat roofs, which cannot be seen from
ground level, would be excluded);
- Sidewalk repairs and replacements;
- Project in general , which will emphasize the beautification
and/or historic renovation of a building, and will be limited to
those improvements that can be seen from street level.

| Examples of eligible projects include: |
- Stripping the brick of old paint and patching brick in spots that
require repainting, Repainting of already painted brick only if it
is not possible to remove paint due to the condition of the brick.
- Removing an interior-lit sign, and/or installing a traditional
sign on an awning or hanging over the sidewalk
- Repairing the hoodmolds over windows and repainting them.

| The Program will offer a matching grant of up
to 50% of the project cost, or up to $2000 depending on project cost and
availability of funds. Award sizes may vary, based upon the
recommendation of the Design Committee. Grants that are awarded
must be matched with private funds. All projects must have Design
Committee approval. |
| Eligibility
A participating, for-profit retail or commercial office, business, or
property owner must be located in the perceived downtown area and must
contribute to the overall appearance of the downtown are.
Properties which contribute to the Historic District will be given
priority over those which do not, but both are potentially eligible. |
Process for Application
- After a design is determined (by meeting with an Architect or
Contractor), the Applicant completes the Application Form.
Applications are available at Titusville Renaissance, located in the
Titusville Redevelopment Authority Offices, 144 W Spring St., upper
floor, Titusville, PA. Projects in-progress may also be eligible.
- The Applicant presents Renaissance with:
The Application Form
A copy of the design (please include color charts and/or applicable pictures)
Cost estimates on Contractor's letterhead (please keep a copy)
- The Design Committee meets with the Applicant to
review the project proposal
- If the Design Committee approves the project, the Applicant would
secure the necessary permits to ensure that all City of
Titusville building codes are followed. Once 6the Application
is approved, the A0pplicant submits a $100 deposit and a copy of the
property deed (or lease agreement, along with a letter from your
landlord giving their approval) The deposit will be credited toward
your match in the project. I you do not proceed with the work,
Renaissance will keep the deposit
- At the completion of the project, Renaissance will issue a
Certificate of Appropriateness if the project meets the terms of the
specification, and the Applicant is satisfied. Both the
Applicant and Renaissance submit their shares of the project cost
directly tot he Contractor upon completing of the project.
Renaissance will assist in the inspection of the work-in-progress to
assure quality.

| Other issues
If at any point during the project, the Applicant has concerns with
he project, the Applicant should not hesitate to meet with the
Design Committee and Renaissance until the problem is resolved |
